How Victors Are Chosen

The Games normally ended with one surviving tribute. The 74th Games made an exception for Katniss and Peeta, while the 75th Games ended with the arena escape rather than a declared victor. The 10th Games, depicted in The Ballad of Songbirds and Snakes, are part of those 75 editions. Career districts (1, 2, 4) produced the most victors due to illegal training academies and volunteer systems. District 12, the poorest district, produced the fewest — but its victors (Lucy Gray, Haymitch, Katniss, Peeta) became the most historically significant.
